Civil Construction - Dilip Buildcon

Dilip Buildcon (DBL) is the dominant civil contractor on the Surat Metro project. The Bhopal-headquartered infrastructure company holds two separate packages on Corridor 2 (Green Line), covering almost the entire 18.74 km alignment from Bhesan to Saroli.

CS-6 Package (Phase 1)

  • Length8.702 km
  • TypeElevated viaduct
  • Contract valueRs 702.02 crore
  • CorridorGreen Line

CS-5 Package (Phase 2)

  • Length10.559 km
  • TypeElevated viaduct
  • Contract valueRs 1,061 crore
  • Executed byDBL-RBL JV

The combined value of both packages is approximately Rs 1,763 crore. DBL's track record in metro construction and elevated highway projects across India positioned them for the Corridor 2 work, which is entirely elevated with no underground sections. The 18 Green Line stations from Bhesan to Saroli all sit on elevated platforms built as part of these civil packages.

Rolling Stock - Titagarh Rail Systems

Titagarh Rail Systems secured the Rs 857 crore rolling stock order in June 2023, making it responsible for manufacturing all metro coaches that will operate on the Surat Metro network. The Kolkata-based company produces the trains at its manufacturing facilities in India.

These coaches began trial runs on 29 March 2026 on the 8.5 km Diamond Corridor section between Dream City and Althan Tenement. The initial testing phase covered safety mechanisms, braking systems, speed performance, and security protocols across 500+ planned hours of operation. All coaches are fully air-conditioned and fitted with passenger information displays, CCTV, and emergency communication systems.

Signaling and Systems - DB Engineering

DB Engineering and Consulting, a subsidiary of Deutsche Bahn (the German national railway operator), signed the signaling and train control systems contract in October 2025. The company brings European rail signaling expertise to the project, covering the full 40.35 km network across both corridors.

Their scope includes the communication-based train control system that governs train movement across all 38 stations, the operations control center that monitors the entire network, and integration with platform screen doors at underground stations. Signaling is installed after civil construction reaches a certain threshold, which is why this contract came later than the civil and rolling stock awards.

The signaling system must pass independent inspections by RDSO (Research Designs and Standards Organisation) and CMRS (Commissioner of Metro Railway Safety) before GMRC can begin commercial operations. These inspections verify that safety interlocks, emergency braking, and communication systems meet Indian metro standards.

Project Consultancy - DMRC

The Delhi Metro Rail Corporation (DMRC) served as the project consultant and prepared the Detailed Project Report (DPR) that became the foundation for government approval. The Surat Municipal Corporation originally proposed four rail routes in August 2012. The Government of Gujarat approved two corridors in January 2017, and DMRC was engaged to prepare the formal DPR.

The DPR covered route alignment decisions (including the 6.47 km underground section between Kapodra and Gandhi Baug on Corridor 1), station placement, ridership projections of 3 lakh daily passengers, construction cost estimates totaling Rs 12,020.32 crore, and the funding structure. The Public Investment Board approved this DPR on 9 March 2019, and the Union government sanctioned the project two days later.

DMRC's experience building the Delhi Metro network - one of India's largest urban transit systems - directly informed the Surat project's design. Decisions like using standard gauge track, 750 V DC third rail electrification, and the interchange design at Majura Gate reflect DMRC's operational knowledge from running a 390+ km metro system.

Project Funding and Cost

The total sanctioned cost for Surat Metro is Rs 12,020.32 crore (approximately US$1.2 billion). PM Modi laid the foundation stone on 18 January 2021, and construction began immediately. Funding flows through a mix of government equity and international bilateral loans.

Frequently Asked Questions

Which company is building the Surat Metro?

No single company is building the entire Surat Metro. The Rs 12,020.32 crore project is split across multiple contractors by specialization. Dilip Buildcon handles the largest share of civil construction on Corridor 2, building 8.702 km of elevated viaduct under its CS-6 package (Rs 702.02 crore) and another 10.559 km through the DBL-RBL joint venture under CS-5 (Rs 1,061 crore). Titagarh Rail Systems manufactures the metro coaches (Rs 857 crore order). DB Engineering and Consulting provides signaling and train control systems. DMRC prepared the original Detailed Project Report that formed the basis for government approval in March 2019.

How much is the Dilip Buildcon contract for Surat Metro worth?

Dilip Buildcon holds two packages on Corridor 2 (Green Line) with a combined value of approximately Rs 1,763 crore. The CS-6 package covers 8.702 km of elevated viaduct construction for Rs 702.02 crore under Phase 1. The CS-5 package, executed through a joint venture with RBL, covers 10.559 km of elevated viaduct for Rs 1,061 crore under Phase 2. Together, these two packages account for the majority of the Green Line civil works spanning from Bhesan in the west to Saroli in the east, covering 18.74 km of entirely elevated track across 18 stations.

Who manufactures the Surat Metro trains?

Titagarh Rail Systems won the Rs 857 crore rolling stock order for Surat Metro in June 2023. The company manufactures metro coaches at its production facilities in India. These trains are designed for standard gauge (1,435 mm) track with 750 V DC third rail electrification, capable of reaching 80 km/h. Each train formation serves both the Red Line (Sarthana to Dream City) and the Green Line (Bhesan to Saroli). The coaches are fully air-conditioned and equipped with passenger information display systems. Delivery is coordinated to align with trial run schedules and commercial launch targets.

Who handles signaling for Surat Metro?

DB Engineering and Consulting, a subsidiary of Deutsche Bahn (German Railways), signed the signaling and systems contract in October 2025. Their scope covers the complete train control and signaling infrastructure across both corridors, totaling 40.35 km of track and 38 stations. This includes communication-based train control, platform screen door integration, and the operations control center. Signaling is one of the final systems to be installed and commissioned, which is why the contract came after the majority of civil construction was already underway. The system must pass RDSO and CMRS inspections before commercial operations can begin.

What role does DMRC play in the Surat Metro project?

The Delhi Metro Rail Corporation (DMRC) served as the project consultant for Surat Metro. DMRC prepared the Detailed Project Report (DPR) that was submitted to the Public Investment Board, which approved it on 9 March 2019. The Union government sanctioned the project two days later on 11 March 2019 based on this DPR. The report covered route alignment, station locations, ridership projections (3 lakh daily passengers), cost estimates (Rs 12,020.32 crore), and construction methodology. DMRC brought its experience from building the Delhi Metro network, which informed decisions like the underground section alignment between Kapodra and Gandhi Baug.
